Constructed of bronze with multi coloured enamels, the obverse consisting of a circular laurel leaf wreath surrounding a white enameled disc, overlaid by a German national eagle clutching a cogwheel inset with an enameled HJ insignia, flanked by a date of 1939 and circumscribed by an inscription of KREISSIEGER (DISTRICT VICTOR), the reverse with a barrel hinge and vertical pinback meeting a
